The SACP in the Gert Sibande region of Mpumalanga has been robbed of two district executive committee members following the death of parliamentarian Nokhaya Mnisi and Nomthandazo Karube.
He said as PEC they were shocked at the announcements of dates of regional conferences by regional task teams.
Mpumalanga ANCYL secretary Pholoso Mbatsane says as the province they would not allow “short-cuts” to regional congresses.
Mbatsane told the 013NEWS reporter on Tuesday this week that they were caught by surprise at the “rumour” that the task teams were convening regional congresses.
He said there was no way the congresses would be allowed to sit without the signature of national secretary Njabulo Nzuza on the audit reports.
Mbatsane is speaking following the postponement of regional ANCYL elective congresses the past weekend.
This saw Gert Sibande regional co-ordinator James “Castro” Nkosi addressing fuming delegates who had come to attend the 6th Gert Sibande ANCYL congress at the Aventura resort in Badplaas, informing them of the postponement.
It was said that Bohlabela, Nkangala and eHlanzeni would have their congresses the past weekend but Mbatsane says the “rumour” that the conferences were being convened “caught us by surprise”.
“For congresses to sit there has to be a thorough processes,” he said over the phone.
“We have to allow BGMs to sit and after that we have to allow the processes of disputes and if branches are not satisfied you allow them to make appeal to upper structures and all of that.
“So what I’m saying is that it’s an organisational process which needs to be followed to the last,” he said.
Mbatsane said there are no “short-cuts” to convening congresses.
“There was never a formal communication from upper structures. It was just a hearsay and when we heard about them we were shocked because we were attending a national executive committee,” the secretary said.
He said there is no way regions can convene congresses without the final audit report and “as I’m talking to you we are waiting for it”.
He added a “formal communication” will be made by his office once the final audit report signature has been received and when regions should convene elective conferences.
