Municipal employees sell RDP homes

One eMalahleni municipal official is being accused of selling RDP homes, with 2 others also arrested for corruption, forgery, theft and money laundering.

The Hawks have nailed employee Vusumuzi Phakane.

His alleged friends’ Justice Sambo and Caroline Koloane were also arrested on the same day by the Hawks Wednesday 11 August 2021 – charged with selling RDP homes.

In a statement, the Hawks said it is alleged that in October 2020, Phakane had access to information on RDP houses around eMalahleni and allegedly colluded with Sambo to sell those houses. 

The 2 allegedly approached Kgoalane and used her as someone who was an advertiser. 


“The unsuspecting victims would respond to the advert seen on social media and be directed by the syndicate to the municipality offices to complete the agreement of sale forms,” Hawks spokeswoman Dineo Sekgotodi said.

She said the 3 would allegedly “go to the lawyers for an agreement” – then the victims became convinced that the sale was real.

“They would be told to make the payment into Sambo’s bank account. The syndicate allegedly shared the money amongst themselves,” Sekgotodi said.

The Hawks found lawful owners of the homes were still alive and they also discovered that whilst the victim occupied the newly purchased houses – other victims would also come and “produce documents as proof of purchase for the same house”. 

The eMalahleni Magistrates Court released each of them on R10 000 bail.
